Australia has compulsory voting.

You have to vote or you get fined.

Our system is preferential too. Thats why we end up with more consensus outcomes.

Also we have a non-partisan organisation the sets electorate boundaries and runs the electoral process.

PTSD goes to whether he honestly believed he needed to shoot.

Even if that’s established, the objective reasonableness and proportionality tests will come into play.

So PTSD never provides a full defence in this case.

It’s one of those situations where DHS think it will establish he was under imminent threat, but in a court of law (where this should clearly end up) it’s actually useful evidence for the prosecution.

He used excessive force which was disproportionate to a person turning and slowly driving away

The car was moving at less than 5mph when he shot her through the window. Clearly driving away and not endangering the shooter.

Nothing justifies the use of lethal force in that instance
