This is a far cry from what actually happens.
Kansas is required to do a hand-count audit in 1% of precincts. So 99% of Kansas precincts are not audited.

13/ Even states that do require audits do not always perform the audits with hand-counts. New York state requires counties to perform a mandatory 3% audit of all voting machines, but allows counties to scan the ballots as long as they use a different scanner than was used in the original count.
