It's a fakeout though, Tolwyn isn't revealed to be the Big Bad until later... If I recall (need to play it again), Tolwyn apologizes to Blair in their first scene together for how he treated him during the Kilrathi War...

I think he became naturalized a few years ago, but does he still have multiple citizenships? If he hasn't he should at least have to give them up like Cruz did (I have complicated feelings about multiple citizenships for people in government positions, as a person with multiple citizenships myself)
