This was originally a quick kitbash from Sketchfab assets (which I checked for commercial licensing as I originally planned to sell this base) and retopo'd with #retopoflow. This was done in #blender along with rigging and original textures. Horns were from-scratch, as is the tail.

Some WIP shots of a retopology project I'm doing for the dragon girl base.
I was unhappy with how the topology flowed and looked in the previous iteration along with the lack of customisation for muscle groups.
The one with the horns is the old topology, the one without is the new.
