Height fill layer in Substance painter, set the height value to something like 0.05
Then add a black mask and paint on it

The goal with this model was trying to adopt a chill workflow which only uses the lowpoly mesh and unbaked textures (except for occlusion/curvature while working on them)
That means every seams in her arms and every fold in her clothes were hand painted normal maps.
I like it.
