It is inevitable that a HEPI report would advocate for all sorts of regulatory and systemic reforms like student distribution and reducing market incentives *way* after probably irrevocable damage has been done to the whole UK HE sector. Look at their reports from 2018-2020.

“Inconceivable” in that I do not believe all this will come to pass. Whatever paper cover is given, the Iranian regime can presumably make do with their Hormuz stranglehold, while the American regime has many consequences to come to terms with.
Surely even the least remarked on point - a Security Council resolution - seems immediately undeliverable, as to have any substance it would have China, France and the UK acting as the guarantor of Iranian sovereignty from future US-Israeli aggression.
