Agree with this. Not a legal expert but 1. Was it the (c) holder said this? 2. it is copyrighted cos (c) automatically exists, but holder can waive their rights 3. The content rights may be waived, but (c) may exist in typesetting.

Totally understand. I had this numerous times. Don't despair! One lesson I learned was to take the long view. Don't know if it's int or ext policy that's the problem, but if there's some fundamental strategy underpinning your direction you can focus on, it may help. Keep flying the flag!

This view takes OA as THE goal, whereas IMO OA is better seen as an outcome of researcher/instl/funder policies around rights retn, equity, max visibility, res integrity, etc. Aiming at OA as a single goal is the wrong way round. Eg Rights ret does not come about cos of OA: OA as a result of RR.
