ICE Watch 101: Bystander guide 1. Verify that it is ICE - It is important that you try & verify that it’s ICE. DC is uniquely overpoliced – apart from MPD, we have 30+ federal law enforcement agencies in the District. It can be difficult to tell them apart. - Look at their badges, arm patches, vests/ jackets, and cars. ICE vehicles can be marked as ICE or DHS. 2. Document but do not engage - Record the date, time, and location of the incident. Be as specific as possible! - Take pictures and video. Try to capture pictures of the officers and their vehicles. Do NOT post the photos or video on social media. - Other relevant info to document: How many agents are there? What are they doing? - Do NOT engage. You could end up making things worse for the person being targeted. 3. Call our hotline: 202-335-1183
Know the police in DC DC has a lot of police. We have the highest police per capita out of any major city. And that statistic only includes the local police. The District also has 30+ federal law enforcement agencies roaming the city. It is important to know who’s who. Local police People most often encounter: - Metropolitan Police Department (MPD), DC ‘s local police agency. - Metro Transit Police (MTPD), who police the public transit systems, like the metro and the bus. Federal police Police you will encounter around federal land & buildings: - US Park Police (USPP), who police most parks in DC. - US Marshals Service (USMS), who police courthouses in DC. - Department of Homeland Security Federal Protective Service (FPS), who police areas around federal buildings.
Identifying ICE - Part 1 The Agents ICE agents can be very hard to identify, because they are allowed to lie and take full advantage of that. They often hide their badges and try to impersonate local police. What to look for: Do they have an ICE badge or patch? - Does their vest or jacket say ICE on it? - If their vest or jacket only says police: --Are they wearing any kind of uniform? --Do they have any other patches or badges on them? --Local police should have badges or patches or be in uniform.
Identifying ICE - Part 2 The Vehicles ICE uses a variety of vehicles, marked and unmarked, making them hard to identify. What to look for: - Marked cars should say ICE or Homeland Security. -- FPS cars are often mistaken for ICE because they also say DHS on them. - Unmarked cars usually have dark tinted windows and are American brands like Dodge, Ford & Chevrolet. --Unfortunately, in DC there are many federal police who used unmarked cars making them hard to distinguish.
