While the Department of Transportation leads the city’s Vision Zero work, nearly every related project requires the participation of other agencies, including Engineering, Street Services, the LAPD and more. In his directive establishing the program, Garcetti envisioned a Vision Zero Steering Committee made up of representatives from departments citywide to coordinate the implementation of traffic safety projects. By mid-2018, that committee had stopped meeting, the audit found. The reduction in participation resulted in the loss of a “useful forum to collaborate on Vision Zero goals and nothing quite replaced this level of interaction,” the audit said. The last time the Department of Transportation revised its action plan, the document that coordinates projects across city agencies, was in 2018. The audit identified 56 “actions and strategies” from that plan that were meant to be completed by the end of 2020, including projects focused on street design and lighting and Vision Zero education campaigns. Half of those projects remain incomplete as of the end of 2023, the audit found. According to interviews the audit is based on, “the level of enthusiasm at City Hall” for Vision Zero has decreased since the program was launched. “Some of the reasons cited include the pandemic, conflicts of personality, lack of total buy-in for implementation, disagreements over how the program should be administered and scaling issues,” the audit said.
10 year after the launch of Vision Zero in Los Angeles, an audit of the program was completed and released.
The result? A damning indictment.
The Vision Zero Steering Committee stopped meeting in 2018!!
The Mayor’s proposed budget is a disaster for street safety. It will result in worse sidewalks, worse pavement condition, no new road safety projects, and may even lead to the end of popular events like CicLAvia.

The Court Is Unlikely To Uphold FHWA's Stated Rationale for Terminating the CBDTP Agreement The Secretary provides two reasons why the CBDTP is not an eligible pilot project under the VPPP statutory language: (1) the program constitutes impermissible "cordon pricing," which is not authorized because it does not offer a toll-free option, and (2) the level of CBDTP tolls has been set primarily by the need to raise revenues rather than prevent congestion. Neither of these reasons is likely to convince the Court: First, with respect to the rationale that "cordon pricing" is not authorized under the phrase "congestion pricing" or "value pricing," we have been unable to identify a compelling legal argument to support this position. As you are aware, the legislation that enacted the VPPP, Section 1012(b) of the Intermodal Surface Transportation Efficiency Act (ISTEA), Pub. L. 102-240 (1991) (23 U.S.C. § 149 note), as amended by Section 1216(a) of the Transportation Equity Act for the 21s Century (TEA-21), Pub. L. 105-178 (1998) (when the term "value pricing" replaced "congestion pricing" in 1998, the two terms were used synonymously), and Section 1604(a) of the Safe Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), Pub. L. 109-59 (2005), does not define "value pricing." Under Loper Bright Enterprises v. Raimondo, 603 U.S. 369 (2024), the Court will not afford the Secretary's current interpretation any deference, and will engage in its own interpretation of whether cordon pricing is included within the term value pricing. The factors that the court will look at in making this decision point towards the conclusion that the type of cordon pricing utilized in the CBDTP is included within the terms "congestion pricing" or "value pricing."

A driver just tailgated me and sprayed me with his windshield wipers because I had the audacity to take the lane for 12 seconds so that I could make a left turn.
I even crossed a double yellow to merge early and get out of his way. Yes, cyclist entitlement is definitely the problem 🤡

Update: after 4 days, SMPD finally took my report, and say they’re likely to be pressing charges and should be able to get me his identity that way.
I still want to figure this out so our ordinance can be helpful when people can’t get this info through PD (that’s kind of the point of the ordinance).
