The data show that the households leaving the state are least likely to be subject to the surtax. That tells us something important: the lack of affordability of housing, education, transportation, childcare, and utilities, for example, are the real challenges we need to address.

This bill offers a proactive way for Massachusetts to:
✅ Protect critical revenue by delaying and refining how federal tax changes are adopted into state law
✅ Preserve funding for essential services that support our communities
Without thoughtful state policy, these federal changes would result in large revenue losses for Massachusetts — disproportionately benefiting the wealthiest households and corporations while leaving everyday families behind.
