I guess I need to clarify. I'm not confused by the mechanics. In general, I understand how congress works. I'm confused how we got here as a country, specifically the way ICE is seemingly exempt from every bureaucratic hurdle that the "good" government programs have to deal with.

Yes, I get that. I guess the question is, why are so many other departments funded in a way that they are designed to run out of money every year when ICE (and not the rest of DHS?) gets the special deal of "here's more than you can spend in a year, and we're giving you even more next year"
