So the process was
1. Give the commission an 89 seat mandate
2. Appoint 2 hacks to gerrymander, ask for 91 seats, and add maps to a minority opinion
3. Provoke a justice to put in an opinion to say, we can make it 91, but don't accept the minority maps - they're illegal

The minority report is a clear attempt at gerrymandering by the two UCP appointees on the committee
