Each biome can only have ~20-25 pokemon outdoors at a time, whether they have a home or not. Good way to work around this is to build the houses that you can actually enter as a new area, the pokemon who don't spawn outside will spawn in their houses for easy access

- When you start your first job, we don't expect you to be a perfect developer. We (Sr Developers) expect you to come in as a blank slate. Other engineers will help you along the way. Don't get discouraged and don't compare yourself. Work hard and build your career but enjoy your life too.
