Je note que cela laisse présager un futur dans lequel les règles entourant l’utilisation de la clause varie d’une juridiction à une autre (MB différent des autres, différent du Féd, etc.). Pas juriste mais m’apparaît peu probable que la CS ne vienne pas faire le ménage là dedans dans son jugement.

Ha! Only reason left is to force the Feds to negotiate. The unanimous motion from the National Assembly was interpreted (rightly or wrongly) by the Feds as triggering the duty to negotiate. Would be hard to say that a clear majority in a referendum doesn’t do the same.
Someone toned down their message to get this done. Also, yes, this can be seen as "conservative" Premiers banding together, but this is an all-party issue in Quebec. The justice minister received unanimous support from the National Assembly to negotiate.
