Jurassic bark Hello, dear reader, and welcome to another issue of _AI, Law, and Otter Things_! Last week, I had shared some events I was going to attend, and I was working on a more substantive issue of this newsletter for today. All of that was, in military parlance, overcome by events. While I did manage to present my book in Tilburg (gaining valuable feedback in the process), I had to rush back home on Wednesday morning, because my dog's health took a turn for the worse. Despite some delayed trains in Belgium, I made it home in time to spend Winnie's last moments with her. Needless to say, I have not managed to get much creative work done since. Winnie was a lovely mixed-breed dog, who we adopted from a Sicilian kennel in 2022. Her arrival was the source of many anecdotes, and she arrived with so many traumas that it took her a while to open up to us (and to me in particular). Even so, she soon became an integral part of our lives, and repaid us with so much love and adorable things. She was not particularly open to other humans or dogs, as eventual visitors to our home tended to find out, but the four-and-something years she spent with us were very joyful. Now it is time to see what a post-Winnie world looks like. For now, I still don't feel like any substantive essay I could write for this newsletter would be interesting. Still, there are a few reading recommendations and opportunities that I'd like to share with you folks. And, as usual, there's a cute otter by the end of this email. ## Recommendations David Colaço, ‘The Problem of Explaining Shifting Targets’ (2026) 16 European Journal for Philosophy of Science 29. Fabrizio De Francesco and Jale Tosun, ‘The Enactment of Public Participation in Rulemaking: A Comparative Analysis’ (2023) 29 Swiss Political Science Review 21. Giovanni De Gregorio and Anna Vicinanza, ‘The Enforcement of European Digital Regulation: Overlaps and Pathways’ [2026] Yearbook of European Law yeag002. Daniel Naurin, Jan Zglinski and Urška Šadl (eds), Empirical Legal Studies in EU Law__(Cambridge University Press 2026). Gaby Umbach, ‘Futures in EU Governance: Anticipatory Governance, Strategic Foresight and EU Better Regulation’ (2024) 30 European Law Journal 409. ## Opportunities _Disclaimer: as usual, I am gathering these links purely for convenience and because I think they might be of interest to readers of this newsletter. Unless I explicitly say otherwise, I am not involved with any of the selection processes indicated below._ The 21st IFIP Summer School on Privacy and Identity Management will take place from 10 to 14 August 2026 in Leuven (Belgium) with the working theme of 'Regulation and Innovation: Catalysts or Antagonists?'. This school has an interdisicplinary outlook, combining perspectives from computer science, the social sciences, and law. Submit your extended abstract by **30 April**! The folks at ALTI.amsterdam (Amsterdam Law & Technology Institute) are hiring an Assistant Professor in Law and Technology. Cybersecurity or digital sovereignty are areas of particular interest for them, but the call is open more broadly. Apply by **17 May**! If you are interested in these domains, another interesting opportunity would be to replace me as a Postdoctoral researcher for the Chair in Cyber Policy at the University of Luxembourg, for an initial term of 12 months. Applications are taken on a rolling basis, so apply soon if that interests you! For my EU law readers, the Luxembourg Centre for European Law (LCEL) has two openings for postdocs, offering a two-year contract. Applications are also taken on a rolling basis. The Institute for Law & AI is looking for (Senior) Research Scholars with a focus on either EU or US law in the interface with artificial intelligence. Apply by **26 April**. Aston University in Birmingham is looking for a Professor of Law and AI. Apply by **15 May**. ## And now, the otter Photo by Steve Payne / Unsplash Hope you found something interesting above, and please consider subscribing if you haven’t done so already: Subscribe Thanks for your attention! Do not hesitate to hit “reply” to this email or contact me elsewhere to discuss some topic I raise in the newsletter. Likewise, let me know if there is a job opening, event, or publication that might be of interest to me or to the readers of this newsletter. Hope to see you next time!

EU’s top court finds Hungary’s anti-LGBTQ+ law in breach of key values ECJ says law passed in 2021 discriminatory and ‘contrary to the identity of the union’, in early test for incoming PM The EU’s highest court has found Hungary’s anti-LGBTQ+ law to be discriminatory, stigmatising and in breach of basic democratic values, setting up an early test for the incoming prime minister Péter Magyar’s government when it takes power next month. In a wide-ranging judgment, the European court of justice said the 2021 law that bans content about LGBTQ+ people from schools and primetime TV was at odds with a society based on pluralism and fundamental rights such as prohibition of discrimination and freedom of expression. This is a monumental decision that I guess few outside the small community of standard aficionados appreciates. I start to feel that ISO/IEC will not find too understanding audience from the court to their IP claims.
