70% of journeys in the UK are under 5 miles, and more could be. We'll settle for solving most of the problem.
I don't think we said it was a solution for all.
But it's cheaper for many people and doesn't cause as much harm as cars.
We do need more public investment for this. Current infrastructure excludes more than half of people by making them unsafe or feeling unsafe.
Yes, we've tried this at home, and the £75 1980s year old commuting bike we bought for our daughter to ride to college in 2015 is still working now for me and my wife to run errands around town.
I've probably put twenty-plus thousand on my 40 year old touring bike, and it's still going strong.

Bikes are fine on gravel tracks if you have the right tyres.
You can buy a mountain bike, a gravel bike or retro-fit suitable tyres to many other types of bike.
A range of tricycles and other inclusive cycles are available for people with less good mobility.

The process has now cost ORFOL supporters over £46,000. £32,000+VAT for their lawyers, and £8,400 for OCC's lawyers because costs were awarded against them.
All for a case where "None of [the grounds] has a realistic prospect of success." according to the Justice.
3 days after a High Court ruling, ORFOL are yet to respond to judgement dismissing their request for judicial review of the Congestion Charge. Justice Fordham concluded “there is not a viable claim for judicial review, on any of the grounds put forward."

Highway Code Rule 145 You MUST NOT drive on or over a pavement, footpath or bridleway except to gain lawful access to property, or in the case of an emergency. Laws HA 1835 sect 72 & RTA 1988 sect 34
The offence of Driving on the footway was being committed several times, a criminal offence under section 72 of the Highway Act 1835.
This was identified as a collision hot spot. Hence the camera to improve compliance with a long-standing requirement.
There are advance notice signs at 100 and 50 yards.
We'd expect most motorists to recognise their error after one fine, and improve their driving. Improving safety.
