After effectively pausing enforcement, organics collections plateaued in May and then declined for the rest of the year. By December 2025, weekly collections had decreased by 43%.
IBO’s analysis finds that the 3 week period in 2025 where fines were actively enforced had a large impact on the volume of organic material collected.
In April 2025, the rate of organics collection increased by 435 tons per week, representing a 192% increase over the month.
Organic waste makes up ~36% of the City’s residential waste stream, yet organics collections were just 2.4% of residential waste collected in 2025.

📌 UP NEXT: The @nycbudget.bsky.social #ExecutiveBudget is due on MAY 1.
However, negotiations at the state level are still ongoing, delaying the finalization of NY State spending by its April 1st deadline. This in turn may impact the City's ability to deliver a timely budget plan.
