My Mom did have me read some of those, watch some of those, but not until I was already invested, and trying to understand the *references*. She didn't give them to me because she thought they'd make me love Sci Fi and Fantasy, she gave them to me as history lessons about my community culture.
I am not even *close* to the oldest fan I know off the top of my head. Like, I'm actually mid-range for my local convention staff. I've met everything from newborns to centenarians at local fan con. There are PLENTY of people still around who know how to make this work!
People will host servers outside the US, have private word-of-mouth, no-profit membership systems, etc.

If KOSA is the problem, then we're likely just backing up to early 00s, not pre-internet. Privately hosted email lists and BBSs, basically, rather than large corporate social media. AO3 will probably survive, but that doesn't help as much for the art side.
We used to have Elfwood and such for art.
Local conventions and clubs, often starting from things like Universities and Libraries. Mailing lists. There are still people alive in fandom today who were around when this was how fandom worked before.
