Naia, or water elementals, watch over fresh bodies of water. They can shift at will to a solid body or liquid. Naia can live as long as their source exists, but they can die from unnatural causes. They draw strength from how large and old their source is.

It was also Nereya's home (she's the water elemental of the river that runs through the city) before it was populated, so she has a hard time letting go and her mate stands beside her.
They're tired and are planning on stepping down so Ferren can take over. The people trust them to a detrimental degree and love them as individuals which makes it hard to transition authority to anyone else. Delegating tasks has helped, but the city continues to grow so the work does too.
Nereya and Nyxos, Ferren's parents and Averill's founders, run the council. Their meetings are open to the public for transparency and input. All councillors are heavily involved in the community. Though seats are elected, the citizens won't let Nyx and Reya step down.
