By taking these calls, PSR frees up police to respond to higher level emergencies – increasing response times. That is, if PSR is adhering to it's original mission. This is something we will continue to monitor.

PSR are an unarmed, police alternative, first response team assisting people experiencing a mental or behavioral health crisis. They are primarily designed to take 911 calls that previously would have been dispatched to an armed police officer to provide a more effective, compassionate response.

We appreciate @councilorkanal.bsky.social raising concerns with rhetoric from @mayorkwilson.bsky.social telling Portlanders to call 911 and ask for PSR anytime they see someone experiencing homelessness.

This is not PSR's mission & a troubling scope creep that could undermine the program's success.

“PSR likely wouldn’t have been able to respond to this call because it involved a person inside a building, rather than on a street or other publicly-accessible outdoor area.”

As PSR expands to 24/7 as promised next year, City leaders should continue to expand where PSR is allowed to respond.

It was inspiring to hear the difference Portland Street Response is making in the lives of those most vulnerable in our city at the East Portland PSR Town Hall. In the short period since PSR has scaled up their programs, more Portlanders are receiving the right responder at the right time.

Policies that criminalize poverty are cruel, wasteful investments for addressing homelessness and can make it harder for those living unhoused to access the services they need. It can be a traumatic experience that can cause more of the mental health crises PSR was established to respond to.

Every 911 call does not require a police response, and PSR is part of the solution.
