This is true! Also because of economies of scale and the fact that it doesn't have to be small and mobile, we can make the steam turbines more efficient than your ICE. (Steam turbines loss about 68% of their energy as waste heat, car lose 80%+)
Also regenerative breaking gives us another 20% boost.
