This isn’t a cameras vs design choice point. The legislation at issue requires judges mandate ignition interlock devices be installed on any first-time DUI offender’s vehicle. So the people are already 1) caught 2) in violation. Chicanes and chokes are good, but don’t eliminate this problem.

Pass 2 by congressional majority. Offer 1 as a compromise to diffuse adding 2 seats every six months. This is a recommendation for how to use a bare majoritarian approach to achieve lasting reform. One that has institutional and political advantages to lots of jurisdiction stripping.

I suggest 1) offer a reasonable constitutional Amend. on SCOTUS reform: income restrictions*, shadow docket*, terms & seat # allocated by presidency; then immediately 2) pass a law that +2 seats every six months, unless the Amend is ratified, w/ jurisdiction stripped. 3) watch 1 fly to ratification
