I remember being in elementary school in Indiana, and they were building new right next to the old one.

We had to keep the windows and doors closed. And the old building had no A/C. Winter was fine, but May / June / Aug / Sept sucked. It was Very Not Good.

I figured it was probably the structural cost being far greater than the relatively inexpensive land acquisition and install. It sure seems like you might want to incentivize diffuse and widespread production given AI is coming for all our electrons and water. But 🤷‍♂️
