How can #fide #chess arbiters be prepared to enforce rule 9.6.2 (draw after 75 moves with no progress) if they can't count the moves for purposes of other Rule 9 claims?

I mean rule 9.2-9.3, but you get the idea... seemingly players and arbiters alike would prefer a rule change.

Also, I assume the players in question both would prefer to have studied that endgame better.
