There were no descriptions of Israel or UAE (much less the Saudis) being consulted on the negotiations, and China and JD Vance reportedly sealed the deal. One could imagine that the China-RU/JD-Iran axis learned from Venezuela what could make Trump sign a deal: A sense he personally would profit.
