Ncuiti was clearly supposed to stay on for another season and so was Millie Gibson. I think RTD is somewhat scrambling to find an ending due to bts drama and I dont think he 100% nailed it.

The conflict is only resolved when a Hellion takes the stage and allowed to talk about their peoples suffering.

The villain is a terrorist and is tortured by the Doctor. However, the Doctors response is never framed as right. Its a story about a perpetuatung cycle of violance - after the Doctor threatens Kid everyone becomes afraid of him and both Susan and Belinda call out his actions as wrong
