I think this assumes they are trying to be disruptive and that they know that.

I don't think telling someone they made a mistake is a big deal, we streamers talk for hours, a 10 second interruption to remind someone to not do something you don't like is a very easy change.
It's very easy to just dismiss and abandon anyone who bothers you, but they are a person, they can't block themselves, they have to live with themselves.
I know that people get shoved in comedy shows, I know the world is cruel and harsh to those who don't know how to "read the room"
I have been shoved out of social spaces for not knowing unspoken rules, and was terrefied to ever try to engage with other people in big part, because of this sentiment that "omg this is obvious"
I think there's a reasonable middle ground between "you can't read the room, permaban!" And "play the role of their parent".

There's a human on the other side of that interaction, I don't think a quick "hey person x, let's not trauma dump in chat" is such a burden.
Once more, you don't HAVE to do anything, everyone is entitled to curate their community in any way they see fit! I ban people just because I feel like it sometimes, and that's fair. But I'm against the whole "reading the room" and "it's obvious" posture that seemed to be echoed here.
I mean, the situation you are talking about does not seem to be a "reading the room" seems like you explicitly said the rule and gave them a chance :p I do not believe the particular situation you are referencing would apply to unspoken rules.
Especially when it comes to unspoken rules. What might be obvious to some is others first time encountering.
This is not about obligations, this is about making the world a place where we give other humans a chance to be better, rather than write them off and shove them away for making a mistake.
I would say a simple, "this is not the space to discuss streamer drama" suffices. Yes it's not your responsibility, yes you don't owe anyone any explanations.
