This is bizarre. Like the editor of the guardian or mail or any other paper complaining repeatedly about the front page lead they decided to run with.

The last few hours have proven 2 terrible things. First, the US and Russian governments are so close that the US government takes large parts of Russian proposals and passes them off as their own, and second that some people are so desperate to exonerate Trump that they act like this a good thing.
So, Rubio not knowing much about the Trump-Putin plan doesnt mean that the Trump administration did not. Vance certainly seems delighted with the proposal. It means that Rubio is less influential than people think.
