This is pretty much the conclusion I came to when I was writing my thesis. That and voters have a tendency to herd vote to what the standard is.

Maybe when compared to all pitchers but compared to his peers? Wagner is easily a hall of famer. Should slide in easily this year.

Troy is hurt by his counting stats, even though WAR mostly agrees with your point. I hope Utley gets jump in 2026, supposed to be a wide open ballot.
I wonder if voters feel there is a lack of HOF shortstops from the modern age. I feel like that’s what is driving it cause the advanced stats do not care for Rollins all that much and lean much more towards Utley.
