I think the entire idea about the rot economy is pretty spot on. The idea where organizations squeeze their customers for every little bit of money, at the expense of usability and value is a perfect indictment of the continuous growth philosophy. Acceptable use has everything to do with reducing organizational exposure from users private use of corporate equipment. If there is no sanctioning capability, one would struggle to get rid of users who misuse their equipment. It's not usually about blocking, but controling user actions.
