The full photo shows the president is actually standing on a four square-foot pad of astroturf while he holds a shovel full of dirt in this act of "not virtue signaling", "not ineffective", definitely not a "scam", and totally "rooted" stewardship of nature. His connection to the Earth seems profound.

The White House used this photo to argue that "Unlike the previous administration, which wasted billions of taxpayer dollars on virtue signaling and ineffective grifts, the Trump Administration’s policies are rooted in the belief that Americans are the best stewards of our vast natural resources — no “Green New Scam” required."
