It's too early to tell. Crunchfish (TEE) and G+D (SE) have both piloted their technologies but there are no fully-launched CBDCs that can operate offline yet. However, the ECB is leaning towards SE, the RBI is leaning towards TEE, and China, as always, is a big mystery. Stay tuned!
Best to take a look at this IMF paper on offline payments that I co-authored. In a nutshell, there are no big technical hurdles. It's more about choosing which technology (e.g., hardware SE vs TEE) and choosing battle-tested platforms from among those available. www.imf.org/en/publicati...
