The distance is put through a remap that pushes the "start" and "end" of the effect out to desired distance. Clamping it at the new 0 causes the local area to be flat. A third scalar controls the overall strength.

Terrain elevation was also squished down to 0 as you get farther out, otherwise mountain peaks would still pop in.

Sorry the shader is a bit of a mess, but here's the gist (description in alt text).

If horizontal distance to the camera is the main input to the effect, the overall strength of the effect can be changed by scaling it first?

In my case, I just did a remap on the distance and then played with the numbers.

My camera didn't need to zoom though...
