Ah, it works! I think my laptop screen hits a resolution that doesn't crop off the sub-page, so Leaflet decides not to scroll? I can use my touchpad to drag it to center. It works as expected if I narrow the view port.
Yes, just realized they're sub pages. Which explains why my mobile nav action wasn't working.
On the desktop, I don't see the automatic horizontal-scroll effect when I open a sub-page. No scroll-bar either. Is that intended?

Feedback: to go back, I hit the Back nav button on my phone. That took me to the previous site. I didn't realize you needed to scroll horizontally to go back (no scroll-bar/bullets). Any plans to idiot-proof that UX?
