I suspect the 60% enriched uranium is in the form of uranium hexafluoride (UF6) gas (no point making solid metal, esp. if you want to threaten more enrichment to 90%). So dilution with un-enriched UF6 on site would be easiest solution. This assumes the bombing didn’t shatter the gas bottles already.
