This resonated with me before I understood the context but having listened to your episode about this book, I concur! Deciding what to do and how to do it can make the execution trivial. Probably more true in the constrained environment Crawford was working in at the time but often still true today.

There is no amount of useful that LLMs can reach that will make me think using them is acceptable. They are harmful at their base design and getting deep into a discussion of how good or bad the output is is only ceding that point implicitly.
