Wholly agree. As with every example of this in history, the tool was never the issue, it was the men who were making the decisions. Technology will change but humanity tends to repeat the same kind of decisions in new contexts

These would also give more legs to the reactive side (the other prong) of the law. It would let the harms that do slip through get caught and the better penalties and enforcement options.
