"Can I use this building to stage my community food drive without issue?" -> don't tax it

"Will they give me shit about that and say there is too much red tape and they need to consult their 'council of ___?'" -> tax it, that's a business operation

If a religious building is restricted from the public, than it is private and should be taxed.
