That’s another option, however that would definitely require a state code change. The beauty of this option is that it can in theory be implemented right now without waiting for the legislature to act.
I’m not a lawyer but I have workshopped this idea with a couple and they seem to agree that it is at least plausible that the County Assessor does have the authority to make this change. It’s certainly worth trying, and if it requires state code changes we should still do it in my opinion
By simply changing it so that only the portion of the property that is actually currently being used as a primary residence gets assessed at 55% you effectively raise property taxes on vacant units. The best part is that you could probably do this as an administrative change by the county assessor
Currently property taxes on primary residences are only assessed at 55% of the total value. This effectively means that businesses pay higher property tax than homeowners. Makes sense. But if a 100 unit apartment building has a single tenant then the entire complex gets assessed at only 55%.
I don’t think vacancy rates are that high across the board but it is still frustrating to see high vacancies and is often used as a reason to not build more housing. One potential solution is a kind of vacancy tax that can actually be implemented incredibly easily here in Utah! Here’s how:

When Natalie Pinkney ran the vast majority of Dem electeds had already endorsed her opponents before she announced. But she still won. And we can do that again.

If I had won the election to be the chair of the Utah Democratic Party I would be actively working with other members of the DNC to immediately censure the 8 Democrats who capitulated to Trump. I’d also draft a statement from the state party calling on Schumer to resign as leader. #utpol
