No funding of DHS w/out indpt investigations of any use of force. They can only use ICE to go after people with final orders of deportation or criminal history otherwise you must get a judicial warrant. Must notify police before they engage in operations. Proper uniforms and IDs.

Many state and local policy issues have become national ideological fights over the past decade. My paper suggests that interest groups affiliated with those policy issues could send strong partisan and ideological cues about local candidates when they endorse — and that voters respond accordingly.

In real world incumbent re-election campaigns in cities of 180k+, police union endorsements go from having positive value in all cities during 2012-2015 to having negative effects in liberal cities during the heightened police polarization period of 2016-2022.

These results are significant in non-partisan and same-party elections in my conjoint experiment, showing there is both a partisan and ideological cue contained in police union endorsements.
