Yup, this is exactly why I started using cameras, that just in case incident.
Frustratingly the one time I was hit by a driver I didn't have a camera on my bike, changed my mind last minute about what bike to use that day, didn't swap the cameras over. 🤦🏼‍♂️

It really is.
The cutoff for ebikes had little to do with whether or not you require a licence. In all likelihood it comes from NL where the speed of average (utility) cyclists was around 12mph, so they set the cut off at 15.5mph, other countries simply followed for ease of supply etc.

Exactly, I think 18mph would be a better cut off point. I consider myself reasonably fit, and my average speed is 16mph. Electric bike doesn't do anything for me, when I used one I found my average speed actually dropped.
18mph would be quick without being too fast imo.
