sure, there were german (and italian) republics. usually small-ish. but there are also several centuries of absolute monarchies that most would still consider "the west" (England, France, Spain).
sometime i forget how many classes I took on this stuff:

I have benefitted from much of the discussion in the Empire podcast for situating what else was going on in the world from the middle ages onward. The seasons on the Ottoman and Persian empires were esp good.
