Incorrect, the CPS Housing Vacancy survey is a survey of housing units, not individuals. Only the characteristics of the householder (the parent) are considered in this figure. If the parent owns the home, the unit is classified as owner-occupied.

In the chart you posted, a young person who has to live with their parents because they can't afford their own place isn't counted because the parent is counted as the householder. This phenomenon is sharply up since the 1980s.
