Well, I've not spent much time there recently either, and I also suspect attitudes vary significantly between regions, and ethnic and social groups. But in my experience, people with "pet" dogs do generally like them, try to exercise them properly, let them inside, and let them off leash where poss.

My only real comparison is the UK. So I don't know.
