I have a long standing answer to this... New York in 1977: you could see television and talking heads at CBGBs, DJ Kool Herc etc + the birth of hip hop in the Bronx, go to the opening of studio 54 and see the height of disco in clubs, + Steve Reich + Phillip Glass' early minimalist concerts

Tim. Can I just say that imho the ECtHR/Council of Meh/HUDOC YOUDOC has been lightyears ahead of the English and Welsh court system in terms of making its law available to the public for a long while. As ever, I have nothing to say on the substance
