yeah, it's called 'Spin Blur'
I actually make it in 5-7 layers, then I make a copy, merge it into one layer, cut each gear and chainsaw, apply spin blur to each of them, and put it on top of the uncut shield (mask a bit of its edges to hide the unblurred chainsaw blades).
