OMB always reviews agencies' plans for how they will spend their money before issuing apportionments.
But this year agencies didn't automatically get a portion of their funds right away once the spending bill was signed, as we reported last month. They had to wait till the review was complete.
OMB has posted the full-year apportionments for NIH.

I believe this means that NIH now has the spending authority to fund grants!
There may be nuances and I will be tracking these as best I can.

They are! I recommend openomb.org bc the official site (apportionment-public.max.gov) isn't very user friendly. Note there's a 2 day lag between when apportionments are made to when they're posted.
Even still, it's pretty wonky to understand what the numbers mean. I'll keep posting about all this!
