In certain usage, yes they are. In this case, though, they aren’t taking the place of the noun in the sentence, so they’re not used as pronouns. Ultimately, she proves her point, though.

A pronoun is a word that takes the place of a noun. “Hey, Mister!” Uses it as a pronoun. “Mister Smith” uses it as an honorific.
If I say, “Hey, Mister!” It is a pronoun. If I say “Mister Smith,” it is not. She is using the latter situation.

Yes, the can be. And maybe the problem is I’m relying on my memory of this clip from several hours ago instead of viewing it again. “Mister is a pronoun in “Hey, Mister!” It is not in “Mr. Chairperson.”
I understand the point, and I enjoy his reaction, but as a former teacher, I think I’m more annoyed than “Madam Chairperson.”
