By that logic, all actor/screenplay categories can be voted by anyone because they aren't listed on there.
No, those category listings are meant as further clarifications as to HOW they are selected and nominated as such.
They specify how Best Picture nominees are considered and selected, same with Short Films, Cinematography, International Feature, and Music.
Which categories??? The press article mentioned no specific categories that were being excluded.

I assume it's the Animated Short Film category stuff, but that doesn't make sense if they MUST view all "15" shortlisted films unless they still consider Feature Animated films under it. Very clear it's ONLY for short films.

I bring this up because Perfect Blue *just* got a 4K collector's edition release by GKIDS.
They could've come to Criterion and asked if they wanted it to be on their collection, but they didn't.
There could be some other factors as well, but like some releases were probably not meant to be.
No but that's the thing: why would most, not all, but most companies catalog not show up on Criterion if they can push them out themselves?
Like I get it if it's been a long couple years and a new release with supplemental features would be beneficial.
The point is, not everything needs a Criterion release; just if the people involved want to make it happen.
WALL-E didn't on there because Disney wanted it, just that Andrew Stanton wanted to be on there.
The point is, even if these movies deserve more, which they absolutely do, some just have an already available copy that people can buy from.
It's definitely a licensing issue if you know what I mean. Especially since Crunchyroll, licensor of most animes, also just releases them on their own.
The thing is, most of what you listed have an available physical release with an adequate amount of supplemental material. Don Hertzfeldt certainly isn't rushing to Criterion anytime soon; he released his own movies on print.
GKIDS too distribute most of their movies on physicals as well.
