I agree with @sam-workman.bsky.social, but I would add that the roots of that orientation probably go as far back as the Morrill Act creating land grant universities, and many decades later the original GI Bill. Public investment expected a return of productive not just educated people.

In NC and OH, this struggle to develop a bench is the product of being gerrymandered into oblivion for 1.5 decades and we’re seeing the full ripple effect now. A national gerrymandering ban should be a priority for the next Democratic congress for this reason and many others.

Since at least 1990, almost every American civic institution has been slowly corrupted and broken, more rapidly since 2016. In the federal government, the only elements not completely destroyed are some district courts and administrative agencies.
Can’t recall where I read it, but one explanation is that the market has priced in the chaos. It’s now baseline. When there are signs of chaos reduction or stability, however fleeting, they are seen as opportunities to exploit.
